The presentation of the book “1995 Constitution of Georgia: Approaches to Creation” and “Scientific-Research Institute of Constitutional Democracy” was held in Niko Nikoladze Conference Hall of Caucasus International University on December 9.
The book was published under the auspices of the National Academy of Sciences of Georgia and Caucasus International University, the general editing was carried out taking into account the professional advice and opinions of Piers Gardner, a prominent English jurist, former director of the Institute of International Law and Comparative Law of Great Britain.
Materials for the book were collected, edited and prepared for publication by the professors of Caucasus International University, Mindia Ugrekhelidze and Beka Kantaria. The project was implemented with the financial support of Caucasus International University and the participation of students of the postgraduate program.
The book publishes 12 drafts of the constitution submitted to the State Constitutional Commission of the Parliament of Georgia in 1993-1995 by various political parties and organizations involved in the process of constitutional construction, which reflect important opinions and views on the future constitutional arrangement of Georgia and basic human rights, which can be a guide in the process of future constitutional reforms. The book presents an overview of almost all the systems of the constitutional arrangement of the state that are recognized in the world.
The drafts of the constitution are noteworthy and interesting in that they were based on the main draft submitted by the State Constitutional Commission to the Parliament of Georgia on July 3, 1995, which was adopted by the Supreme Legislative Body of Georgia on August 24, 1995 with amendments and additions.
The entities representing each project have worked hard to create these texts, thereby providing invaluable assistance to the State Constitutional Commission in its effective work.
The texts published in the collection were searched in the periodicals fund of the National Library of the Parliament of Georgia and personal archives of the Parliament of Georgia, national and individual legal scholars of Georgia.
A presentation of the University “Constitutional Democracy Scientific Research Institute” was also held at the event, the purpose of which is to increase the potential and importance of scientific research and educational programs in the field of constitutionalism. A university publication was also presented, which introduces short descriptions of the books published and organized events by the “Constitutional Democracy Research Group” with interesting illustrations.
The event was attended by members of the Parliament of Georgia, representatives of the executive authorities, the National Academy of Sciences of Georgia, political parties, members of the 1993-1995 State Constitutional Commission of Georgia, judges of the Supreme Court, invited constitutionalists, authors of the presented projects, academic and administrative staff of Caucasus International University and students.
It was noted at the presentation that the presented collection reflects the important issues of the recent history of Georgia and makes it easier for researchers interested in Georgian constitutionalism and persons involved in constitutional reforms to find and use them.
